I think you do. And also if you put a different sim card in it.

No. It still needs a SIM card, but only takes like five seconds, and doesn't ask you for the zip code/SSN. It won't work (unless it's unlocked) without a SIM card, but doesn't still need to do the activation process again.

I had to activate with my sisters SIM because I had purchased it on her account. So I could now restore without using her SIM?

From now on, you can use your SIM when restoring. Only the initial activation needed to use her SIM.
