Is the 4S much louder than the 4 to anyone?

I think the volume issue is related to Siri actually. After "messing around with her" the volume will be pretty loud. When done messing w/ Siri, adjust the volume one notch either up or down and it should be significantly lower.

Yeah, both the main speaker AND the phone speaker are significantly louder. Especially the main speaker on the bottom. If you want to blast tunes, people will hear them.

Not too sure about the ring tone being louder but the ear piece volume is without a doubt. I used to max my ear piece volume out so i did not have to hold my phone hard against my ear. With the 4S, I have reduced the volume as it is more than loud enough. Seems a lot clearer, too!
