Title says it all. Is the integrated graphics enough for simple web browsing on a 27 inch 4k monitor or do I NEED an egpu?
 
The UHD630 easily decodes 4k video with the right software. I have 4k Blu-ray rips that play fine using VLC 3 or IINA because both use the UHD630 for decoding. If your web browser also uses the UHD630 AND your web site uses the proper codec, then it should be fine.
I use fire fox. Where have you run into problems with the performance of the UHD630? I'd save a lot of money getting this if I don't need to buy an egpu.
 
I haven't had any problems, but some people have reported issues with certain monitors. This is an issue with the monitors, though, not the ability to decode 4k video. I do not know what FireFox uses for its decoding of video. A quick search of the web wasn't clear. However, when I searched "safari h.265 HEVC" I found a page that indicates Safari supports it:

Keep in mind, if the web browser passes video decoding to the video card it *should* be able to decode 4k with no problem provided it is h.265/HEVC, regardless of whether it's the UHD630 or a dedicated video card (also with h.265/HEVC decoding).

For web browsing? Get real…

The integrated graphics + hardware acceleration for x265/x265 will let you drive 3 x 4K screens without a hitch. You can run three 2160p movies simultaneously if you want.

Just driving monitors is not GPU intensive. An ePGU is needed only for parallel processing of video, rendering, games and so forth.

Is the 23.7" 4K Ultrafine a good match with a high-end Mac Mini? Youtube, light gaming etc has to run smooth

i have the older 21.5" version, and it's a great match

I run an ultrafine 4K 21.5" and PackedPixels gen1 9.7" 2K in parallel on the UHD630, no issues, however I run native non-scaled "retina" resolution.

It’s having difficulty handling OS ui. I see perfect lag free experience only when the perfect 2x retina (4k UHD looking like FHD) is set. Anything above, you see stuttering whenever Mac OS animation kicks in.

As a Mac newbie I don’t know what animations are, but mine has zero stutters on Mojave. It is rock solid. Hubby’s work mini (2018 i5 with 16 gb memory) is also rock solid.
 
I ran (3) 4K monitors straight off the Mac mini. The dell p2415q requires the firmware to be set to hdmi 2.0
