The LED light on M1 my mini stays on even while it' sleeping. Is this normal behavior?

I've also got a dongle attached to it and that, too, has an LED light that stays on while the mini is sleeping. I also noticed the dongle is always warm -- it safe to leave it plugged in 24/7?

I can only speak for my Mac mini (2014) and the LED is pulsating, like this just in white color:

Because the Mac mini is not turned off, just sleeping, It does give the USB hub electric power, so that the USB hub/dongle's LED is on is - I think - a normal behaviour.

I have a USB extension cable with a switch in it that cuts the power from the upstream USB port.

I use it to stop my mouse glowing when I put the Mac Mini to sleep.
