The bouncing is not a sign of the Mac App Store (MAS) network being down, it is a sign of a problem at your end.
Did you try a complete restart of the Mac?
Have you tried deleting "com.apple.appstore.plist" in Macintosh HD / Users / YOU / Library / Preferences / yet?

Thank you all. The deletion of the plist, and a restart solved the issue.
I had done a restart prior to post, however it must have been the plist as well.
