The TV app demoed at the same time as the new MBPs. Is that app released? If so, does it come pre-installed with tvOS, or do I have to download it manually?

If not released, when will it be?
 
After you see it in a beta. Right now all they have released is Single Sign-on
 
And single sign on is kind of pointless even in beta. At least till they offer more providers. But no one is going to sign up for a service like sling just to beta test a feature for them.

You have to start somewhere. Apple needed to complete their part and bring it out in the open. They can't simple wait for the Cable Companies and App developers forever. I think good move on Apples Part. Maybe not more developers will add support putting pressure on the Cable TV Providers to add support. At least now as customers we know who is holding out.

Pay tv customers can also request their providers support this. Threaten to leave for DIRECTV Now or Sling.
 
I haven't seen anything about the TV app incorporating videos from iTunes library that werent purchased. Hoping for this but doubt it will happen.

Apple has never given icloud or Siri support for user sourced video content. Just so you know it is illegal to rip even the DVDs you own.
 
You are allowed to break the encryption (DRM) on the DVDs? Because while it is leagal here to rip DVDs. Breaking the DRM is what is illegal. Sort is a catch 22 we have going over here.
you bypass not break DRM
