Is the text message forwarding option only on the iPhone?

Setting is not on my iPad 4 running IOS 9.0.2
Maybe because the phone receives the messages and forwards is why no setting on iPad.
 
You have to enable forwarding text messages from an iPhone. So, to answer your question, yes.

Your other iOS devices can receive iMessages on their own w/o an iPhone.
