No, that is not true.
Tiger didn't ship on all Macs when it was first released... only the PowerMacs (then). I think it was a week or two until it was installed on everything (iMac, iBook, PowerBook, Mac mini).

I'd say that with 99% of all consumer electronics, if you have the luxury of being able to afford to wait, you definitely want to exercise that luxury.
