My ipod touch 6 died about 30 minutes after the 20% low battery warning is this normal?

Since then I have installed a battery app and 4 times the lowest it has showed is 13% before the battery went dead never had a 10% low battery warning. My iphone 4 will still last to about 5% and ipad air to 2-3%.

So is this normal for the ipod touch or should I get it checked out?

Yes, touches always had only a 20% battery warining, so I think it is normal.
The battery apps are meant for iPhone and iPad batteries, which use 4-pin connectors instead of 3-pin ones and provide more data (hence enabling the Battery Percentage setting to show battery % next to the battery icon).

So then are these battery apps, like battery HD, essentially useless
