is there a good portal system?

Hi,
I was looking for a portal system for websites...
for example, there are this Mods for Forum systems (like Invision Power Board) that create a portal page. is there a way to create a portal page for my website? without any other system?
or does it have to be handmade (HTML and all that)?

I second the Joomla suggestion. I run several of my websites on the system and it's wonderful. Just make sure you grab the plug-ins you might need, like for SEO Url's and such.

Which ones you get/need is 100% dependent on YOUR specific site/application. You'll need to read and review to determine that.
