I was looking over the new iPad pros and I'm thinking about getting a 12.9" one, and was also going to get a keyboard and an apple pencil. My question is whether or not apple is releasing a new pencil that supports the higher refresh rate for more responsiveness. Or are they implementing that through iPad software/hardware and the existing pencil itself is fine to achieve the new experience they're touting?

No. Mainly because improved the latency (20MS) with the Pencil, which means that Apple Pencil is even better for drawing and other artistic uses.

Also, they expanded big with the Apple Pencil with note taking, sketches, mark up webpages, attachments, E-mails, etc.

Apple Pencil 2 would be likely in 2018/2019.
