On my iPhone, I'm able to view my iPhone and Watch's battery levels, but not my iPad or Mac. Is there a technical reason that not every Apple device's battery % can be shown? (this is referring to the iPhone battery widget)

If Apple wants its software to become more cohesive and integrated, they should offer a battery widget on iPadOS and macOS as well.

There is a battery widget available on iPadOS.

macOS can show you the battery percentage, you just need to switch it on in the Dock & Menu Bar Preferences.

There is a battery widget available on iPadOS.
And need to chose "correct" one.

For example, on my iPhone, I have two of them, one on home screen, other on widget/left most screen.

ADD: third is on my iPad. See above for similar to my iPad screen for non widget (right corner).

Or was the original question, basically, "why am I not seeing all my devices battery levels in the widget across all devices?".

Whoops, I misunderstood the question. The battery widget on each device only shows battery levels for that device + any accessories paired to it with an active Bluetooth connection (i.e. Watch, AirPods, Pencil, etc) — battery percentage doesn't seem to be something that gets synced across devices (via iCloud or otherwise).
