As far as i know there aren't any further bidding for using the hotspot ability of iOS with iPhone. I am using Turkcell though i don't know about international carriers. Even tethering had data plans or something in US.

When i turn hotspot on, it only bills the data used by devices connected to hotspot. (not exactly sure though)

Your options are:

1) Change your plan (or carrier)

2) Jailbreak your iPhone

3) Wait until someone sneaks an App onto the App Store with this functionality (unlikely to happen)
