Is there a Siri command (either using the iPhone or Apple Watch) that will tell my iPhone 8 to play ONLY the music that is downloaded to it?

I have tried turning OFF Cellular for streaming but all that does is cause a message to come up that cellular is turned off. I have tried within the Music app to show only the downloaded music, but Siri seems to ignore that and still plays my entire music library.

(And yes, I know I can have the Music app show downloaded only and then shuffle the song list BUT not the safest thing to do while driving.)

Good question. I played around with this and I’m guessing the answer is no after I got this response from Siri.
Edit: Just thought of this. Have you tried switching off “Show Apple Music” in Settings—>Music and then asked Siri to play something?

Well, no. But as soon as you turn OFF Apple Music, I would assume that the songs/playlists that I added from Apple Music - regardless if they are downloaded or not - will disappear from my library.
 
Well, another workaround is to build a playlist with all the songs you might want to listen, load the playlist and hit the play button before driving.
Also, being able to use Siri implies you have internet connection. No wonder Apple assume you have the ability to play music directly regardless it is downloaded or not.
 
this isn't the only thing Siri doesn't know. S/he doesn't know a lot...like s/he can't even turn on the flashlight for whatever bizarre reason.

Presumably you would be holding the phone if you needed the flashlight.

Yes, but it's just easier to say "Siri, turn on the flashlight" than having to swipe down or up depending on your phone and then tapping the flashlight. I just always found it quite annoying.

Not to mention a thousand other things that Google Assist can do that Siri just can't even answer.

I find I can swipe and tap faster than I can speak the command. I’m sure there are examples, but I don’t think you picked the best one.
 
The same can be said about wifi and Bluetooth. Those Siri can do but not flashlight. Still dumb.
I didn’t know she could turn them on and off, but it makes sense since WiFi and Bluetooth can be used without holding the phone.

Create a playlist with your downloaded music, and ask Siri to play that playlist.
The playlist idea was mentioned above, but I wanted to point out you can activate it with Siri and have her pause, skip, turn volume up, etc...

You can even ask her to “Shuffle my [name] playlist.”
