Is there a solution for off screen apps?

One thing that has always frustrated me...and always will? until they fix it...is off screen apps -

It always happens when going from a large screen to a smaller screen, is there any fix for this? It's been present forever...

I don't quite understand what you mean, but, do you ever mess around with your screen resolutions (or have you changed them to something other than the default)?

In the image, where it is "cut off" on the right, does that represent the edge of your screen? ...or does it appear on your screen, off the real edge as in the image?
