I have a PB 540c which just noticed has a "PowerPC" badge above the screen. I know those were provided with the upgrade but short of taking it apart is there anyway to determine if it's upgraded?

System Profiler wasn't a thing until System 7.6 and later, so the short answer to your question is no.
However, there are things you can do about that:
First of all, your 540c is capable of running up to OS 8.1 even without a PowerPC upgrade. You could upgrade your OS to 7.6 or later by downloading the operating system(s) from the Macintosh Garden. On the linked page there are even 7.6 images for floppy disks, if that's the way you need it. You'll find 8.0/8.1 here, but keep in mind those images are large enough to require CD media; or you could place them on a Compact Flash (CF) card and boot from a PCMCIA CF card reader in your PB's card slot. Any of these options will give you System Profiler.
The other thing you could do is try to infer which CPU you have from relative benchmarks. A PowerPC chip should blow away the standard benchmarks found here, which were measured by Speedometer, an old Mac benchmarking utility that can also be downloaded from Macintosh Garden.
Another possibility for benchmarking is SieveAhl, from the same awesome gentleman that blessed us all with TenFourFox. I don't know where you'll find comparative benchmarks for SieveAhl, but perhaps one or the other of these benchmarking tools will identify the CPU. I don't know, as I haven't used either, but it's worth a shot.
