Like if a child is given certain times to use like weekdays from [sample] 7-8, weekends from 8-am and 4-6 and that it or other flexible times... of course. Advise or suggestions?

I'm not sure what you mean by "lock". Apple wouldn't allow apps to "lock" anything of the OS by the way. There might be more chances with a jailbroken device.
The most simple solution to this is not to buy an iPhone.

Other than that, I think there's an auto shutdown app for jailbroken iPads.
