There was Zephyr, the greatest tweak of all time, but the dev is stubborn and won't update it.

I believe your talking about MultitaskingGestures by Hamza Sood.

I tried it, it works fairly well... But since iOS 7 is based upon swipes I went ahead and uninstalled it.

Multitasking Gestures is the clone, but does not allow you to swipe between tabs like Zephyr, it only allows you to swipe up to close which is all I really used it for luckily.

You might want to give Swipe Safari a try! It allows you to set different actions to different swipe directions with different number of fingers on Safari. I love it.

Do you mean swipe through 'pages' or 'tabs'? Because I thought Safari already did this swiping in from the edge?
