Is there a way for Photo to import Live Photo wirelessly?

And NOT using iCloud Photo Library?

5GB is just too little for me. I tried airdrop, the live photos lose its "liveliness". The iTune wireless Sync works well with drag and drop music from Mac to iphone. Why can't Photo App do the same thing?
