Had to wipe PRAM and NVRAM and it turned on.

Device: MBA 2011 using Windows 7
 
I think the booting chime is the same as the volume level in OS X. If you mute the volume in OS X before it was erased, it might have disabled the boot "chime".
 
Yupp, that's what I did.

But i had to wipre PRAM and NVRAm becasue of the bluetooth problems and it came on.
