just in case: you do have Stage Manager disabled, right? (even though i don't think that SM could cause your strange problems by itself, but i never have this thing enabled so who knows).

It could surely be a bug. But without a way to reproduce it, it will be hard to fix even if some Apple engineers actually wanted to fix it.
