Is there an App for organizing apps?

Is there an app that will organize your other apps into folders by category (i.e. the App store categories from where the apps came from would be one way)?
 
If you drop apps on top of one another iOS will create a sort of folder for them, and suggest a title, like "Photos" or "Utilities."
