I'm currently on an internet plan that is divided into on peak and offpeak times. I am coming up to my monthly cap of onpeak and i am either asleep or not home during my offpeak times. I was just wondering if there is an app out there that i can use to easily set my MBP to wake from sleep at like 2 a.m. to start downloads.

If you are on about Bittorrent Downloads then if you use Transmission you can schedule 'speed limiter' between certain times. In your case during your peak hours and then during off peak hours it will automatically go full speed.

It's built in. Think it's under Energy prefs > Schedule, or something like that (I'm not in front of a Mac right now to check).
 
I use Awaken. It works really well as my alarm clock. I let my computer sleep during the night and have an iTunes playlist play to wake me up.

If you don't need it to open an iTunes playlist, you can just have it wake up at a certain time without doing anything fancy.

Costs like $15, but it's worth it. Very elegant app.
