Is there an app to help clear iPad memory?

Apple rejected those for iPhone; don't expect to get one officially for iPad. Reboot.

Just refigure back to 'store brought' specs and start over again. It's not like it takes a lot of time unless you have an old/slow computer. Give it a new name and don't use the backup.

No, and you don't need one either. The system takes care of it's own memory.
