Well if you set up personal hotspot off an iPhone it says you can tether to computers or iOS devices via wifi, Bluetooth, USB.

So the iPad can take all those forms if the hotspot device supports them.

Are you sure iPad (4th generation for example) is able to tether through USB? You seem to be the first one to say that. Can you please point to a user guide/ documentation on how to set this up on an iPad?

Yes. Settings--Personal Hotspot--Wifi, Bluetooth, USB

upon further digging the USB is only for computers. at least in regards to the iPhone hot spot. if a Mifi device has a USB plug who knows what is possible
 
While the iPhone and iPad WiFi + Cell can use the Personal Hotspot feature over USB... it's apparently only to share OUT to your computer, not to connect another iOS device in. So it still looks like at least a driver issue, on the iOS level.

As for using a wired connection to browse on your tablet, can I maybe suggest a Microsoft Surface RT? I hate to speak of that here, but they DO have official support for USB-to-Ethernet adapters.
