What can I do ?
I bought it from bestbuy 3 years ago iPad Air 2 so I don't have warranty on it.
What are my options? even tho I didn't buy it from the Apple Store.
 
On the iCloud website it says my iCloud is locked because I didn't put in the right passcode so I don't know if Apple locked it because it was not in use in a while. I have my receipt from BestBuy.

Sounds like an iCloud problem, not an iPad problem. I'd contact Apple CS and see what they say.
 
Either reset the password with Apple’s tools or their assistance or create a brand new Apple ID and start fresh.
