I find it interesting how some people have great downloads but horrible uploads or mediocre upload and similar download speed.

Upload is mainly used for servers, not normal web activity. Most providers limit upload because its not as important to 99% of users in comparison to download.
And cable company? Heh, most home users can't push over 100Mbps due to the fact that they are using 10/100 ethernet ports on their router, and cable modem.
