Is this a demo phone? 6s Plus

So someone is trying to sell me this phone and because of the Touch ID app there, which i know only demo store phones have i assume its a demo unit? Is this true?

Yes it's got the demo iOS software and it cannot be removed by your average joe

I am not sure it is. What happens when you click the icon?

I am just guessing because there is an app called Touch ID in the app store.

If you have to ask, it's most likely stolen or some type of scam. I'd be very cautious buying any iPhone from 3rd party non-retail. Check this site too- https://www.icloud.com/activationlock/
