Is this a Hard Drive? If so how do I get the files off of it?

Yes, that is a 2.5" IDE HDD for an iBook or PowerBook I suppose.
You can use this to retrieve data from it.

Yes, that is an old IDE hard drive.

To get anything off of it, you will need an USB external enclosure that supports IDE.
