Is this a X1900XT or a 30" ACD problem?

Relatively recently this problem began. When I boot up my computer the little light shows up on the ACD but the screen stays black. After the fan of the X1900XT goes into full blast mode for a second before the computer lands on the login screen, I can unplug the DVI cable from the video card, plug it back, and then the screen lights up on the login screen.

If I unplug and replug before it arrives at the login screen, it will remain dark.

Not sure where the problem is but can you try removing the Radeon 1900XT, blow off the dust, clean the gold chips, then reinstall it. if you have a spare videocard to isolate the problem would help. Or might be a loose DVi cable.

The card is an outdated POS, especially driving such a high res display.
Try upgrading the X1900XT to something a bit less 2006.

I had the same problem with a 30" NEC. After upgrading to an Apple 4870 card (this was a couple of years ago), the problem went away.

Correct. I gather that when this card starts gathering dust specially at the fan area it tends to stop working and create problems. When I still had a 2006 Mac Pro someone offered that card to me at a low price but I did not take the offer.

I have to echo the sentiment of others in this thread, the X1900 was one of (probably THE) worst video card I'd ever own for my Mac Pros. It generated more heat than my convection oven.

Well I'm going to be selling this tower soon and everything needs to be working when I sell it. I just got an x1900xt on eBay for $46. The guy said it never caused him any problems in his Mac Pro 1,1 and that he just upgraded the card. I'll report back when it arrives!
