Is this an lcd issue?

I wanted to buy a used 5s but the one I found had lines on the screen and now the screen doesn't work. I'm pretty sure its the lcd but could it be something else?
Sorry if I misplaced this didn't know where else to put it.

Whatever you do don't buy it. Probably has a non Apple screen replacement, by non Apple tech.

Not worth the worry no matter how cheap it is.
