Not sure if I’m just late to the party.
But I have iOS11 on Iphone and IPad.

I turned on “Text Message Forewarding” in the messages settings
Under the description it says “Allow your iPhone text messages to be sent and received on other devices signed into your iMessage account”

Now EVERY text can be sent from iPad. Rather it’s to iMessage or android. SMS come in on iPhone and iPad at the same time, like iMessage works. Pretty cool.

Again I’m sorry if this has been covered. I just figured this out and I’m very pleased with it!

Yep, you've been able to do this for a while. I've got an iPad 3 and have it working on that which i think is stuck at iOS9. Handy for when my phone is charging upstairs or the phone is not to hand.
 
Yes. If your mac is also signed into the same icloud account and on the same wifi network you can also make calls and send SMS from your Mac.

It is, however mildly annoying when i am at home and have my phone, watch, 2 ipads and 2 macbooks all start ringing.
