Is this dust under my Apple Cinema 23 inch?

Please see photo below.

It seems to be double dots overlapping each other for each imperfection.
What is that?
Is this something that I can fix by unmounting the screen? Can I remove the cover of the TFT itself?
How do I fix that?

Mine had developed that and tbh I'm not sure, seems to appear with age on these screens, mine at work had the same issue as well.

Mine has some minor dust spots too. i leave with it as i do not want to take the screen appart. Sides are glued, so it is not straight forward.
