Is this normal for a iPad when installing a game?

For it to get stuck on installing for a few seconds or so ?

Depending on how large the game is, it can take some time to install. That's true for other applications, as well. You should expect the delay to be longer if you're using an older device, but that isn't to say that the latest iPads are installing things instantly, either.
