I've been thinking of replacing my windows laptop with a MacBook and someone locally is offering this:

Apple Retina MacBook Pro 15.4" Late 2013 for $1200

2.3ghz i7 Quad Core
512GB PCIe Flash Based Storage
16GB 1600 DDR3L Memory
Nvidia Geforce 750M with 2GB DDR5 Memory

Claims he used it for 2 years of school and it's in fantastic condition. Minimal wear on outer areas and battery health of 87% and up to 8 hours battery life.

Is this a good deal or should I just put my money into new one?

cheapest I see is from 2014 for only $1600. if you buy refurbished from apple you'll get the warranty as new, and condition as new.
Yeah, but the $1600 MacBook Pro is still $400 more than the MacBook Pro OP mentioned and has half the storage. And buying from Apple would mean you'd have to pay tax, so that's almost another $150 on top of that.

Just something to consider.
