my best guess is that they are not allowed to admit that it is unlocked. in fact it actually IS unlocked.
I will get it and if it's locked, then I will return and wait for sim free version >.<

Are you sure? I mean if it’s paid off can’t you just ask T-Mobile to unlock it
Sure can. Just has to be paid off and on network 40 days. I get mine unlocked every year and the process is real easy.
