Just got off the phone with Apple... they believe a silent update was pushed to fix the SMS on LTE issues, and 4.0.1 was released within the past hour or so.

It's a good question. My Series 2 SS is running OS 4.0 and supposedly my software is "up to date."

I have a cellular version W3 and I installed it, took about 15 minutes. No issues with the wifi connecting to weird public networks and my LTE connection comes right on.
