Mine can be but found it was just hair getting caught, pulling that side up a little the crown is fine again.

There's no software (or hardware) that controls how stiff the Digital Crown is. The watch face doesn't have anything to with it either. Most likely, sweat and other debris got wedged between the Digital Crown and watch case. Holding it under running water while turning and pressing the Digital Crown is what Apple recommends.
