General Issues with iCloud backup!?

Anyone else having issues with backing up to iCloud? Here's my issue:

For some reason my backup is larger by almost 2x than it was on iOS 8. I cannot delete it. There are 2 backs and claims that this iPhone is not backed up. Any help?

Delete your old backup so you have room to create a new backup. iOS sees your phone as a "new" phone. The only problem with deleting the older backup would be that if you return to iOS 8.3, the backup created in iOS 9 won't work.

I can't even delete it. An error occurs.
