Since the dev team have read/write access to the i4 file system, can they just view the baseband of that of a factory unlocked i4 device and apply that to the locked ip4 baseband? What's wrong w/ this theory? Because I know it can't be that easy...

Nowhere near what u think.
All basebands are the same for factory unlocked and carrier locked iPhones.
The unlock is done thru iTunes on the specific serial number iPhone device.
