IT Tech needs help with mac problem

My dad's work uses Windows only except for the marketing head uses a Mac. So the IT head doesn't know much about them and always comes to me with problems they have with the Marketing Mac. I don't really know how to answer this question, besides using Activity Monitor and Console to see the reason the app is freezing. The email is quoted below.

Hey dude
How are you? Got a question for you.
Our only Mac in the whole place has Os 9 and 10 loaded
It locked up and when she went to open PageMaker it looks like it loads but the bar doesn’t appear on the top of the screen
And when she opened her email it had all the email in there even her deleted ones
I think she uses safari

Any ideas?
How to you check on why programs don’t load? Or troubleshoot stuff like that?
