I was having the problem with an iPad, then iPhoto got upgraded on the Mac, I opened iPhoto, it went through the updating iphoto lib.. no problem..

Plugged in the iPad, took a while to sync with the photos, but now the problem is gone.

Problem is back...I just wait a few minutes then click on the disconnect and all seems well.

I had this too. Two things you can try:

- Do a Manual Backup (not Sync), then a Sync. This solved it for me.
- Try "Reset Sync History" in Preferences/Devices.

I'll try to do a manual backup, but the syncs that I started yesterday aren't done yet, and the buttons are greyed out. I don't see a "Reset Sync History" in Preferences/Devices. Maybe my computer is too old (I have several settings that show up on my wife's computer but not mine). There is a check box to prevent them from syncing automatically.

I see on that screen some year old backups from when my iPad and iPhone had different names. I wonder how to purge them.
 
Heres an update I took the bullet and tried to add a song to my phone. What a big fail that was this issue has yet to be resolved by me. Are any of you manually managing your music?
 
I'm having this problem, iTunes 11.1.2 sync to my iPhone (7.0.3) takes forever - gets stuck on the finishing sync step. This didn't happen before this iTunes version

I just upgraded to iTunes 11.1.3, and it still seems to take forever. now it's stuck on "step 6 of 6, waiting for changes to be applied" - status message seems slightly different than before, but seems hung like before :(

I didn't yet try some of the other suggestions in this thread, I will try some of those next...
 
There seems to be another related issue, at least for me. The synchronisation no longer works because there is not enough free memeory on the device! I used to sync 20 GB of music (manually selected) to my iPhone 5 32 GB. After upgrading to iOS7, mail no longer limits the number of messages it downloads. So the memory usage of the mail app grew to 5.2 GB, leaving only 13 GB for my music. But iTunes got stuck when trying to accomodate this decrease in memory. I first had to manually uncheck a lot of music before iTunes managed to complete a full sync cycle.
 
If your sync is stuck at the last step (Finishing sync), with nothing actually being synced, then just press the sync button again, it will go through 6-7 steps again, and finish the sync successfully. This issue only seems to occur when transferring photos/videos and music.

To check if anything is still being transferred, check the iOS device to see if the sync icon is showing in the status bar. If not, just do the step above, and it should be fine
 
Upgraded to latest iTunes today, no problems.

Lucky you .... I've still got the same issue even after update

One starting iTunes it will find the phones and looks like it is synching, if however once finished you issue a manual sync it still fails

Backup works fine, it's just sync
 
further to my earlier post - the update to iTunes 11.1.3 definitely did not fix the syncing problems introduced since 11.1.2

tried manual backup, then sync but same problem - sync would take forever or seem to hang on either the "finishing" step or when loading music or photos (note: I hadn't added any new music or photos, but each time it would take forever on those before hanging on the finishing step)

I did however manage to uncheck the boxes to sync all music, books an photos, then on resync those files were removed successfully from my iPhone (I left all apps installed however). Then on next sync, it proceeded quickly and finished normally. Hooray - or so I thought...

I then resync'ed only adding back my books - that went fine. but now I'm trying to resync adding back my photos - I only have 1 album of exactly 108 photos that I sync - and it took about 15min just to get past the "importing photos" message before it finally displayed the Copying photos progress bar. after that point, it did finally complete the sync without hanging on the final step.

But if I sync again without making any changes, every time it takes forever on the "importing photos" step (15min or more) before proceeding, even though there were no changes.

I've not yet tried re-syncing my music library (many GBs), but there's definitely something odd going on with sync even with 11.1.3
