iTunes 12.10.1.4 crashes when restoring Apple TV HD

Why does iTunes 12.10.1.4 for Windows crash at the end after restoring Apple TV firmware instead of prompting to disconnect from iTunes and reconnecting to TV when restoring Apple TV HD through USB-C. This issue happens with tvOS 13 or later but not any of the previous versions of tvOS.
