Itunes 9 keeps "forgetting" my library

Problem is only with windows version. Library is on an external drive. Everytime I restart Itunes, the library is completely empty. I have to "add folder to library" everytime I restart (which can take an hour). This is getting REALLY annoying...fast.

Problem is non existent on my Macs. Anybody else have this problem? Was fine until 9 came out...update 9.0.1 didn't fix it either...
