Hi all..
Having an Billing issue with my account. A previous purchase. Was declined, and this is preventing me from download already phrased apps. I just need to download them again is all.

If I set up a new Apple ID, would I able to re-download these already purchased apps ?

No, because app purchases are tied to your account.

No you won't. Apps and other purchases are associated with the ID used. You cannot transfer purchases between accounts.
