Ive actually got 20 Gig of apps !!!

Where is the best place to delete apps forever?

Ridiculous amount......

How do i stop apps d/loaded via iPad / iPhones from going in to iTunes libraries?

iTunes menu -> Preferences -> Store -> Automatic Downloads. Untick Apps.

You can delete them from iTunes > Apps, but that will also delete them from any device you sync with that MacBook.
