itunes and wireless keyboard

it is normal that if the itunes is closed and i press the play/pause button from my wireless keyboard the music is not played?

and if i log out or restart if i press the button then mini player starts
 
Play/pause button from wireless keyboard will start up iTunes if it's not already running on my Mac. I then have to press it again to actually start music playing.
If iTunes is already running, even w no windows showing, pressing play/pause will toggle music play.
