Hello,

I have replaced my 4s twice already, each time I do a backup in itunes on my hp laptop. when I go to restore from the backup, it only restores my contacts and pics. All my apps, music, and videos have to be readded manually. Am I doing something wrong?

No, you're not.
That's how a backup works.
The apps, music and videos you just have to sync over again with your itunes library.
If it saved those too your backup file could be over 12-20 or 30GB's big.

Thank you I have so many apps because each of my 2 kids have an iPod touch so their apps are in there also so I don't want to sync their apps so usually I have to go through and separate ,very time-consuming

Not true, a restore should restore apps as well. They are already on iTunes, that's why you can update apps there as well.
