Lately anytime I plug my iPhone into my MacBook Pro, with iTunes running, I would get a message saying to update my carrier settings for the iPhone. I press Update Settings it goes through fine, but when I plug it back in again the same message pops up.

I have already checked (multiple times) for a carrier update via
Settings > General > About
nothing there.

I don't know how relevant this is but in the last 1/2 year I switched iPhones, from an iPhone XR to 11 & switched SIM cards from bmobile to T-Mobile & back to bmobile (my local carrier).

Any help on solving this?

No idea. I’d check the carrier version before and after this update completes, see if there’s any difference.
 
Tried the restore, it was asking for the update even before I selected to restore from the backup.
