Has anyone changed their store to a different region and been able to successfully purchase and download music?

Has it still played once changed back to the appropriate region?

You can change your billing country to something else. In fact, my billing address has been bogus for 1.5 years now and I have no trouble purchasing things.

Since music is DRM free you can purchase it from any country's store and play it on any other device, regardless of settings.

What's your billing address and country? Change it all entirely. iTunes doesn't know where you are, unless you tell it.
